Everyone has a different level of fitness. By monitoring your heart rate we are able to make sure each person is doing their personal best. 

The combination of  aerobic and anareobic exercise is key to effective fat burning.
During your high intensity, or red zone period your body's need for oxygen is increased. This causes an oxygen shortage therefor your body will have to ask for more oxygen during recovery. This afterburn effect is referred to as Excess Post Exercise Oxygen Consumption (EPOC) and is the reason why intense exercise will help burn more fat calories than regular aerobic steady state workouts.
Monitoring your heart rate is the best way to insure you are pushing yourself into an anaerobic state.

Another benefit to this type of training (HIIT circuits) is that combing high intensity with interval training increases your metabolism. You will burn around 300-400 additional calories within the following 24-48 hours post workout!

Also, more often than you might think. people are training too hard. Too much time in the red zone or anaerobic state can result in muscle burn. Most of us want fat burn not muscle burn right?

Using a heartate monitor is a great way to set goals for yourself, even if you are working out on your own. You can tell yourself to spend x amount of time in the red zone (or at your MAX HR) and x amount of time in a recovery zone. Continue with this pattern for a half our and boom! results!
